OREGON JUNIOR WRESTLING BY-LAWS
ARTICLE I: NAME
The name of this organization shall be OREGON JUNIOR WRESTLING DIVISION (OJWD). The OJWD is a member of the governing body of amateur wrestling in this state and is part of the Oregon Wrestling Association.
ARTICLE II: PURPOSE
This organization is established exclusively for the charitable and educational purposes in areas of the USA Junior National Wrestling, and other domestic endeavors. No part of the net earnings of the organization shall incur to the benefit of, or be disbursed to, its members, trustees, officers, or, other private persons, except that the organization shall be authorized and empowered to pay reasonable compensation for services rendered and to make payments and distributions in furtherance of the purposes set forth above (charitable, educational). No substantial part of the activities of the organization shall participate In, or intervene in (including the publishing or distribution of statement) any political campaign on behalf of any candidate for public office. Not withstanding any other provision of these articles, the organization shall not carry on any other activities not permitted by:
ARTICLE III: MEMBERSHIP & VOTING RIGHTS
The membership shall be open to Oregon High School Coaches who are current USA Wrestling Coaches Cardholders.
b.To provide input to the Junior Board on policy statements, changes in operating procedures, and opinions to assist the Junior Council to make prudent decisions (submit in writing whenever possible).
c. Assist in fund raising.
d. Assist at Junior National Training Camp.
e. Attend the meetings. Presence at meetings is required to vote.
f. Assist in organization, set-up, and running of developmental tournaments.
ARTICLE IV: DUTIES OF COUNCIL
Section 1: The Director shall preside or appoint one of the council members to preside at the council meeting and shall be responsible for seeing that the philosophy, goals and objectives of the organization are properly carried out with respect to all of the activities of the organization. The Director shall be the Team Leader for the Junior National Team and will oversee all assets concerning the Juniors Organization. The Director shall be responsible for payment of all bills, the accounting of all funds and the investment of reserve funds if any. The Director shall keep an accurate and detailed account of all monies received and paid out and presents a financial report to the council and the OWA. The Director shall also work with any and all sponsors selected by, the council. He shall be present at the training camp for the week prior to the National Tournament.
Section 2. The Four Members at Large are responsible for developing and providing an accurate membership list and to assist the Director and Camp Director as appointed. Members at Large will assist with fundraising, national training camp, and developmental tournaments.
Section 3: The Camp Director shall be responsible for the operation of the National Training Camp which will include publicity before camp, site location and will work with the director prior to camp. The Camp Director will also assist the Director and Members at Large as appointed.
ARTICLE V: TERMS OF OFFICE
Each member of the council will be elected for a two year term except for the camp director, who will be elected on a yearly basis depending on National Training Camp location (the Director and two Members at Large will be elected on odd years and two Members at Large will be elected in even years). Each election will be held at the Annual Meeting.
Section 1: In the event a member of the Council is unable to finish the term of office, the Council will appoint someone to complete his term.
Section 2: The council or a general membership may remove a Director for cause with a simple majority vote.
Section 3: The Director must have served in one of the other council positions prior to being elected to the office of Director.
ARTICLE VI: MEETING DUTIES
There shall be three regularly scheduled meetings for input of the general membership. A quorum of a minimum of 15 voting members shall be present to conduct business at every regularly scheduled meeting.
ARTICLE VII: SELECTION PROCESS
The selection of National Team Coaches and National Team Members who are in good standing with the OWA and USA Wrestling.
Section I: Coaches will be selected by and in accordance with the Oregon Coaches Council application process.
a. Coaches will be chosen who have demonstrated their willingness to assist at Junior Division sponsored tournaments, National Training Camp and other sponsored OWA/USA Wresting activities.
b. Coaches must be willing to work together to form a cohesive group.
c. Coaches who are selected shall assist at the training camp and be present and available throughout the entire training camp session. They must be available for organizational meetings prior to the camp.
d. Coaches must attend all sessions and practices while at the National Tournament or assisting in, medical or other National Team duties.
Section 2: The Junior National team shall consist of no more than mandated by USA Wrestling.
Section 3. Selection and criterion process for wrestlers being selected for the Oregon/USA Junior National Wrestling Tournament team:
a. First and second place finishers are automatic placement on National Team (deposit must be made at finish of state Freestyle and, Greco to hold place on team).
b. Additional team positions will be filled by petition process.
3. Criteria for selection of additional National Team members are as follows.
a. Returning Junior National place finishers at that weight.
b. 3rd, 4th., 5th., 6th., place finishers at weight will be placed in order of placement.
c. Team members moving down a weight class that are place finishers.
d. Team members moving up a weight class in are place finishers.
e. State placer in other styles.
f. Coaches recommendations.
Section 4.
a. Oregon wrestlers must be in good standing with USA Wrestling and OWA to be considered for the Oregon Junior National Team.
b. Any wrestler who has transferred into the OWA jurisdiction must be in good standing with USA Wrestling, OWA and all state associations to be considered for the Oregon Junior National Team.
ARTICLE VIII: OBJECTIVES
Subject to these limitations and in accord with the purpose set forth in Article II, the educational objectives of the organization are to:
a. Improve the programs in the clubs, schools, colleges and universities within the State of Oregon.
b. Assist the Oregon schools in developing their individual programs.
c. Work to develop a national level tournament in the State of Oregon.
d. Develop and encourage domestic teams with competition, and further the knowledge and experience of the student participants.
ARTICLE IX: AMENDMENT PROCESS
The Oregon Junior Wrestling Division bylaws may be amended in the following manner:
a. To submit a proposed amendment a person must present in writing at the OWA Fall meeting or the annual meeting at the State Freestyle Tournament. At meeting the proposed change will be presented to the council for the first reading and inclusion on the agenda.
b. Second reading and voting on the proposed change will occur at the Annual Fall Meeting or at the State Freestyle meeting, depending on which meeting the proposed change was submitted for the first reading.
c. A 2/3 majority of the minimum quorum must be present and vote in favor of the proposed amendment in order for it to take effect. (Art III & IV)
