OREGON WRESTLING OFFICIALS ASSOCIATION BY LAWS

Article I

Name, Purpose and Identity

1.1 Name ... The name of the association shall be 'The Oregon Wrestling Officials Association" In addition to the formal name, the association may conduct it affairs under such names, symbols and images as may be approved by its Board of Directors, including without limitation 'OWOA'.

1.2 Purpose ... The Oregon Wrestling Officials Association, shall responsibly advocate, promote, coordinate, and provide opportunities to its membership to achieve their full potential as an Official of the sport of amateur wrestling.

1.3 Identity ... The Oregon Wrestling Officials Association shall operate as a Division of the Oregon Wrestling Association. Which is a charter member of The United States of America Wrestling Association Inc. shall be organized as a non-profit corporation within the definition of the Internal Revenue Code 501 (c)(3), as amended.

 

Article II

Structure

2.1 Membership ... Every resident of the State of Oregon that holds a valid membership with USA Wrestling Officials Association, shall, for the term of the membership, also be a member of the OWOA. No individual shall be denied membership in the association, nor shall they be refused recognition, because of race, color, religion, sex, handicap, or ethic or national origin.

2.2 Meeting of members ... A meeting of members of the OWOA shall be hold annually at the OWA General Meeting held in September. Written notice of the date, time and location of the meeting shall be sent via United States Mail to all eligible voting members of the OWOA no less than 21 days prior to the meeting date.

2.3 Voting members defined ... Anyone who qualifies as a member (2.1) and holds a USAWOA membership from the previous membership year.

2.4 Quorum ... At least IO voting members shall constitute a quorum to conduct business at the annual meeting of the OWOA.

 

Article III

Officers

3.1 Officers and their duties ... Officers of the OWOA, State Mat Official Director and State Pairings Official Director. Each shall be responsible to oversee and direct their respective category of officiating within the State of Oregon and to manage the funds provided them from the OWA and/or any other sources. Each shall be responsible to oversee the Officiating at all State Championship Tournaments, either in person or by assigning an individual to said tournaments.

3.2 Election of Officers ... persons shall be elected, in accordance with these by laws, one to serve as State Mat Official Director and one to serve as State Pairings Official Director. The term of office shall be two years commencing at the conclusion of the annual meeting of the OWOA. The Mat Official Director shall be elected on odd numbered years and the Pairings Director shall be elected on even numbered years. Any member of the OWOA in good standing shall be eligible to run for election in their category.

 

Article IV

Monies

4.1 Funds ... As provided by the OWA through membership sales shall be shared equally between the Mat Official and Pairings Official Directors.

4.2 Accountability ... The Head mat Official and the Head Pairings Official, shall maintain their own account and shall prepare and present an annual budget to the OWA Board of Directors at the Annual Board Meeting in September. Copies of said report are to be available for distribution at the OWOA Annual Meeting. All books shall be open to any voting member of the OWA.

                    4.3 Fiscal Year ... the fiscal year for the Officials Division
                    of the OWA shall begin October 1 and end September 30.

4.4 Excess Monies.. Monies left in an account at the end of the fiscal year shall remain in that account to be used during the next fiscal year.

 

Article V

Amendments

Proposed changes in these By Laws shall be presented to the Directors of the OWOA in writing and signed by two above members in good standing no lather than 21 days prior to the regularly scheduled meeting of the OWOA membership. Written or printed notice setting forth the proposed changes or a summary of the changes shall be given to each voting member no later than 1 0 days prior to the meeting. An amendment is adopted only if 75% of the voting membership in attendance approves the amendment and a quorum is present.
